Organization Taakulo Somali Community Commonly known by the acronym “TAAKULO”. Taakulo is a multifaceted nongovernmental, non-profit making, non political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. Taakulo is a Somali word meaning “helping/aiding”. Working in partnership with UN, international, and National organizations, Taakulo is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and also providing relief support and assistance, facilitating and promoting participatory local community activities and programs that emphasize human dignity and self-reliance. Taakulo Organization was established to assist the Somali community, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war and conflict avenging their economy on the other hand. The projects are basically based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process. Taakulo engages on a longterm commitment, partnership approach with the beneficiaries in implementing the Projects. The objective is to set up a regional program concentrating on a particular sector, such as Health, education, water and sanitation, Income Generation, Orphan sponsorship program, disability and people with special needs, emergency respond or improving food security in the country among others. 2. Project overview Taakulo Somali Community with partnership of Plan International received funds from SIDA (Swedish International Development Cooperation Agency), to mitigate the impact of prolonged crises in Somaliland exacerbating vulnerabilities, multi-purpose cash assistance will be provided to address basic needs, access to food of the beneficiaries- choice, increase access to hygiene products and other services. The project will use a mobile money platform to reduce the risk of COVID-19 transmission as well as reduced risks associated with physical cash distribution in terms of fraud, security/safety of distribution staff and beneficiaries moving cash, privacy, and reduce burden on those with disabilities, overcrowding, long wait, etc. The project will target 900 households (HHs), which will be 5,400 persons, through provision of multi-purpose cash assistance (MPC) and clean water services in a period of two months for severely affected communities in (IPC-4) in pastoral IDP areas., Families in the six locations of Gunburaha 100HHs, Baligubadle 160HHs, Gumar 70HHs and Sayla 70HHs in Baligubadle district, will be targeted for the WASH response; of Marodijeh region with the amount of 95$ per HH per month in reference to Somalia Cash and Market Quarterly Dashboard . According to internal assessment we are suggesting MPC as a measure for Preparedness. MPC will ensure to beneficiaries flexibility to fill specific gaps according with the specific needs of each HHs. We have coordinated with the government, clusters and Cash Working Group to harmonize the transfer values before the actual cash distributions process in the field. We have also worked with the food security cluster and partners to establish an appropriate and consistent cash amount that has been informed by the minimum expenditure basket through FSNAU market analysis. To help households to have access to safe water which they can use for drinking, cooking and also use for personal and domestic hygiene, Plan International and its partner TAAKULO will undertake provision of water through water trucking and through cash-for-water and provision of water containers (0.5 cubic meters, 2.5 barrels) for communities with acute water shortages. With that low-income communities will be able to access cash-for-water services (60L, 3 jerrycans per person per day). According to cluster minimum standards, each household (consisting of 6 persons) will need 45 liters per day, the project will go surpass the minimum standard by 25% by providing 60L (3 jerrycans) for each household per day. By providing water near households, it will reduce the exposure of beneficiaries to stressful and harmful situations, especially for women and children. Considering that children, especially girls, are the ones in charge of procuring water, this will reduce the exposure to harmful domestic work for children and the risk of abuse on the way to collect water. 3. Activity background. Communities in Bali-gubadle, Gunburaha, Ina-cunaaye and Maasaajika have been nave been teasing due to on-standing strain to access clean water for drinking and the spike of water prices marking 2 or 3 times higher than it was in last December, According to NDFOR situation updates, the livelihoods of these communities are labeled as IPC4 (Emergency). in this response. In this regard, according to SPHERE and cluster minimum standards, target households would need 3,500 Litters of clean water person per day (500 HHs) and total of 105,000 litters of clean water in 30 days; in this response, Taakulo will provide 450,000 litters of water. Water tankers volume/quantity (45 water tankers) to be 50 barrels each and herein to contain clean water; the quality of water will be examined physically through test, adore and color. Any water that does not qualify these physical quality benchmarks will not be allowed and will be disqualified, the vendor will hereafter re-truck clean water. Taakulo will have an active supervision on daily basis and 7 committee members to lure tankers through target households. Project objectives To increase the access to clean water for low-income communities in acute water shortage crisis in Bali-gubale (200HHs), Gumburaha (100HHs), Ina-cunaaye (100HHs), and Masaajika villages (100HHs). 5. Key quality-benchmarks the service-provider/vendor to maintain. • Water will be only trucked from a proven borehole with safe and quality- maintained water-system that has enough yield to cover demands of communities and as well as for less time in queuing. NB: Any water trucked from an open conduit reservoir (Berkads, earth dams, haffir dams, shallow wells etc.) will not be allowed and this will result a total disqualification. Taakulo will supervise the source and will stablish a log (Supervisory log) on the source to main good quality. • Volume of 1 tanker to be 50 barrels (10cubic meters), any tanker less than 103 is not allowed and herein will result a disqualification, the calculations made above tables is based on a viable factor drifted from 50 barrels volume tankers and minimum requirements of SHPERE standards. Whereas any tanker with less volume (50 barrels) is causing a genuine miss-match. • Taakulo will perform a continuous supervision (A daily-basis) in which 3 quality benchmarks will be considered; a) taste b) adore and c) color. Any water that goes beyond these standards are unacceptable and will be re-trucked into qualifying water. • Taakulo is a timing-sensitive organization; Vendor-s queuing time at the water source should not be longer; all daily 3 tankers should be available at the same time. 6. Advert note: Taakulo Somali Community is inviting to a bid for the water trucking services as per below Billing Quantity. The below technical specifications are the scope of works in Baligubadle, gunburaha, Ina-cunaaye and Masaajidka villags” The deadline of the submission is the Wednesday, 14th April 2021 to Taakulo office, Badacas, near Summertime restaurant.
