- The Project Development Objective (PDO) is to strengthen technical and vocational skills development in order to enhance youth employability and contribute to inclusive growth. Therefore, the Project emphasis is to support the TVET sub-sector through infrastructure development, sub-sector coordination, and institutional and sub-sector governance capacity building and entrepreneurship skills development. The modes of procurement envisaged o the project will include Open Competitive Bidding, Shopping, Quality Cost Based Selection, Individual Consultant Selection and Least Cost Selection
