Attachments · Optional TOR File Qualification Criteria · 1. Demonstrated experience in undertaking socio-economic and political economy assessments in Somalia; · 2. Knowledge and understanding policy, regulatory and institutional frameworks, in particular the Guide to Developing Disaster Recovery Frameworks (Sendai Conference, March 2015), and policy formulation procedures in Somalia · 3. Demonstrated experience in procurement, institutional and capacity assessments, and investment planning assignments · 4. Demonstrated understanding of World Bank financing, experience in the Banks new Environmental and Social Management Framework · 5. Demonstrated efficient communications and coordination skills to lead extensive dialogue on complex development issues with government counterparts across multiple levels of government, including the Federal and Federal Member States levels · 6. Demonstrated experience mobilizing and facilitating public partnering with UN, CSO, humanitarian and voluntary and private sector actors in collaborative, multidisciplinary, and community-based EP&R/ DRM approaches · 7. Professional experience in studies involving the integration of security risk management · 8. Excellent workflow management and task organization skills · 9. Working in FCV and conflict-disaster nexus situations
