SSF invites eligible and qualified entities (“Bidders”) to submit proposals in response to this RFP for the Provision of Consultant Services for Strengthening regional approaches to state-building and peacebuilding in Somalia. (SSFMR-040-C01) 1. The Somalia Stability Fund (SSF) has set aside funds to be used to cover eligible payments under the contract awarded to the selected firm under this Request for Proposal (RFP). SSF is looking to award no more than one (1) contract through this solicitation process. 2. SSF now invites bids (“Bids”) from eligible and qualified entities (“Bidders”) to provide the Consultancy referenced above, which is being offered as a milestone deliverablesbased contract where reimbursables will be paid on verifiable actual expenses within the unit, subtotal and total costs as indicated in the final proposal submitted and accepted by SSF 3. This Invitation for Proposals will use the Quality and Cost Based Selection (QCBS) system of evaluation. It is open to all eligible Bidders that meet the following minimum requirements: • The selected Bidder, will need to be registered as a legal entity and tax compliant in the country/jurisdiction where they are registered prior to contracting. Documentation to be provided 4. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise, to enhance their capacity to successfully carry out the assignment and so long as any association is formed in accordance with the terms of the RFP. 5. Please note that a pre-Proposal meeting will be held. 6. This Request for Proposal (RFP) Document includes the following Sections: Section 1 Instructions to Consultants (ITC) This section provides information to help the potential Consultants prepare their Proposal; it also provides information on the submission, and evaluation of Proposals and on the award of the proposed contract. Section 2 Proposal Data Sheet (PDS) This section includes provisions that are specific to this procurement and that supplement Section 1: ITC. 2 | P a g e Section 3 Qualification and Evaluation Criteria This section specifies the qualifications required of the Consultant and the criteria which will be used as part of the evaluation of the Proposal. Section 4A Technical Proposal Forms The Technical Proposal Forms are to be completed by the Bidder and submitted in a separate email as part of the Bidder-s total Proposal. Section 4B Financial Proposal Forms The Financial Proposal Forms which are to be completed by Bidders and submitted in a separate email as part of the Bidder-s total Proposal. Section 5 SSF Policy and Integrity Statements SSF-s policy on Corrupt and Fraudulent Practises and integrity statements to be completed by the Bidders and submitted alongside the technical proposal forms as part of the Bidder-s total Proposal. Section 6 Contract Forms and Partner Code of Conduct (see separate attachment) -Statement of Work -Subcontractor General Terms and Conditions -Partner Code of Conduct Section 7 Terms of Reference Detailed Terms of Reference for this procurement that describe the nature, tasks and duties of the consultant services to be procured. 7. Consultants are requested to submit their proposal comprising one electronic submission of Technical Proposal and one electronic submission of Financial Proposal separately. The Technical Proposals shall contain forms from Section 4A, and the Financial Proposal shall contain forms from Section 4B. The Technical and Financial proposals will need to be submitted separately in electronic form by Thursday, 18 March, 2021 at 23:30 HRS (EAT). Proposals received after this time and date shall not be considered.
