- Tenders are invited for Consultant for GPE Program, Federal Government of Somalia Qualifications & Experience • At least a post-graduate university degree (masters or equivalent) in Education Policy and Planning, Education Economics or any other relevant/related field. • At least 15 years of relevant professional experience. Strong programme design and program implementation skills, including capacity to prepare logical, coherent, and consistent documents including, technical narratives, log frames, theory of change and budgets. • Prior demonstrated experience in developing program documents for particularly fragile contexts. • Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders including government, technical experts, and program teams. • Working relationships within the education sector in Somalia including working with authorities and stakeholders is a requirement. • Ability to work within very short deadlines. • Excellent English speaking/writing skills required. • Very high attention to detail and organizational skills essential. • Strong critical and analytical thinking. • Natural collaborator and networking ability.
