- Expression of Interest are invited for Consultancy Services for Baseline Survey of Somalia Urban Resilience Project Phase Two (SURP-II) in Garowe, Kismayo and Baidoa, Somalia The consulting services (“the Services”) include Conducting Baseline Survey for the Somalia Urban Resilience Project Phase Two (SURP-II) in Garowe, Kismayo and Baidoa Municipalities under the supervision of the Program Coordination Unit (PCU) in the Federal Ministry of Public Works, Reconstruction and Housing. The assignment seeks to establish a comprehensive project baseline to monitor progress and evaluate performance and impact for reconstructing and maintaining urban infrastructure and strengthen sub-national public service capacity, in line with the project theory of change; and Capture community perspectives, dynamics, and risks across economic and social dimensions, particularly for groups of particular concern, to serve as a reference point for the project. The shortlisting criteria are as follows: Core business of the firm and years in business that is relevant to the assignment; Experience in implementing similar assignment in the field of impact evaluation assignments using mixed method approaches to data collection, including robust data management, and quantitative and qualitative data analyses; Experience of having worked in a similar or closely related assignment in the Horn and East Africa region or similar environment; and The technical and managerial capability of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff. Key experts will not be evaluated at the shortlisting stage.)
