Invitation to Bid for Consultancy Implementing learning from evidence approach on GPE COVID 19 program in Galmudug, Hirshabelle, South-west, Jubaland and Benadir, Somalia Job Description INVITATION TO BID FOR CONSULTANCY 1 Title of Consultancy Implementing learning from evidence approach on GPE COVID 19 program in Galmudug, Hirshabelle, South-west, Jubaland and Benadir, Somalia. 2 SCI Contracting Office Save the Children Somalia 3 Period of Consultancy 35 days in (April-May 2021) 4 Consultant type required Individual or Firm. 5 Responsibility for Logistics arrangements and Costs Save the children will pay consultant fee in a lumpsum and will not reimburse any incurred costs during assignment. The consultant will cover for their own Logistical arrangements and costs; including food, accommodation and local transport and all cost associated with data collection work and whole activities. 6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above 7 Travel requirements The consultant will cover the travel costs (tickets) and arrange local travel to field sites. 8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia. 9 Qualification and Experience The following are minimum requirements for Consultant/Firm to be considered for carrying out the assignment. • Should have a minimum of Bachelor Degree in social science or equivalent experience and training in education, and/or related fields. • At least 5 years- experience in conducting similar work including impact assessments. SC-Somalia is interested to verify related assignments conducted in the past 2 years. • The technical people of the consultant should have full access to the areas of the assessment. • The consultant should familiar with Somali context in general and particularly the local context of the assessing areas. • The consultant team should have enough report writing and data analysis skills. • Considerable track record and proven experience in quantitative and qualitative methods. 10 Evaluation Criteria The consultant must meet the above required qualifications and experience. 11 Application Procedure Interested consultants should submit their applications via email to CSS.LOGISTICS@savethechildren.org The applications should be submitted in PDF format as one document comprising Technical and Financial sections as detailed below. The infectious disease is having a significant impact on education worldwide with governments across the globe closing educational institutions in an attempt to contain the COVID-19 global pandemic. The World Health Organization (WHO) declared the outbreak as a global pandemic and as of April 18, 2020 more than 2,258,909 cases and 154,388 deaths were reported worldwide. In addition, as of March 20, 2020, over 100 countries have implemented nationwide closures impacting half of the world-s student population. In Somalia, 116 cases of COVID-19 have been reported to date. On March 18, 2020, the Federal Government of Somalia (FGS) halted all international travel into the country until further notice. Furthermore, the Government suspended all local travel within the country. The Somali Government also closed all schools and universities nationwide and schools will not re-open until the next academic year. Under normal circumstances 2020/2021 academic year is due to commence in August 2020, however this will depend on the evolving situation. While school closure limits the points of contact and potential spread of the virus, there is a need to minimize the education disruption particularly for the most vulnerable. School closures carry a high social and economic cost in particular for disadvantaged children. In response to the developing situation, the Global Partnership for Education (GPE) allocated US$250 million globally to help countries with COVID-19 response. The allocation for Somalia is US$10 million ($5.4m FGS, $1.7m Puntland, $2.9m Somaliland). This program document has been developed for the US$5.4 million FGS allocation and is based on the Somalia Education Sector COVID-19 Response Plan (attached in Annex 1). The overall goal of the Somalia Education Sector Response Plan is to: (a) minimize morbidity and mortality of COVID-19 among school communities, teachers and learners in Somalia; (b) minimize/mitigate the disruption to the children- education and learning; and (c) ensure safe return to quality learning for teachers, learners and school communities. The Response Plan focuses on three key objectives which are: (a) support teachers, learners and school communities to prevent the transmission and spread of COVID-19; (b) ensure continuity of learning through the implementation of key activities aimed at maintaining quality learning and well-being of teachers, learners and school communities during the COVID-19 emergency; and (c) facilitate the safe return to quality learning for teachers, learners and school communities after the COVID-19 emergency. The Response Plan targets 589,559 children (50% girls) in need and the funding requirement for the implementation of the plan is US$30.5 million. The US$5.4 million FGS GPE COVID-19 accelerated grant will be used to reach some of the targets set out in the Response Plan. Geographical Coverage of the Assessment. This assessment will be conducted on where GPE COVID 19 response activities have been ongoing since May 2020 in different states and regions across southern state Somalia such as Banadir, Galmudug, Hirshabelle, Jubbaland and South West states. Below table shows target area break down per district. Relevance The extent to which the grant met the needs of children whose education has been disrupted by the COVID-19 pandemic, particularly girls and the most marginalized children, and the extent to which it was aligned to developing country partners- COVID-19 response plans. • Do grant stakeholders (children/teachers/caregivers/school leadership/education administrators etc.) feel the grant is meeting/met their needs? Why or why not? • Were the interventions supported by the grant targeted at the areas and children intended to benefit from the intervention? • Were the interventions supported by the grant (e.g. educational and instructional materials provided) perceived as meeting the specific needs of girls and boys and the most marginalized children? b. Effectiveness The extent to which the grant achieved its objectives and how grant activities contributed to the achievement of those objectives. Where feasible, grants are strongly encouraged to evaluate the extent to which grant activities mitigated the learning loss that may have resulted from the disruption to education systems. Where available, grants may leverage existing assessments as baselines (disaggregated by gender and other variables, as available). • To what extent has the grant achieved its output and outcome targets? • Did the grant address specific barriers to learning faced by girls and boys and the most marginalized children due to COVID-19? If yes: How? • To what extent did grant components mitigate learning interruption that may have resulted from school closure due to COVID-19? • What factors have inhibited or facilitated the achievement of grant goals, objectives, and expected results? • Which programs/interventions (if different interventions are deployed) were comparatively more/less effective?
