  • Tenders are invited for Consultancy for Development of Media Awareness Campaign Message of Covid-19 Preventions and Impact for School Communities. SCI Contracting Office Save the Children Hargeisa Office, Somaliland Period of Consultancy 10 working days Consultant/Advisor type required Firm /company Responsibility for Logistics arrangements and Costs Save the Children will not cover logistics arrangements and other costs; including food, accommodation and local transport. Taxation Provisions Applicant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI contracting office named above Travel requirements The applicant will cover for any travel cost outside Somaliland (if any). Security requirements Applicant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland (if applicable) Qualification and Experience - At least four years of experience in documentation, videography and photography production in development and humanitarian contexts. - Latest Equipment in Vidoe-photography documentation - A strong creative vision and styling that appeals to a global audience, with experience in capturing and editing videography for international consumption. - Samples of previous work undertaken by the consultant to as proof of creative vision and style. - The consultant is expected to cover their own insurance costs. - Ability to work at Save the Children offices as required to meet the expected deliverables Evaluation Criteria The applicant must meet the above required qualifications and experience. Application Procedure Interested applicants should submit their applications via email to somaliland.procurement@savethechildren.org.The applications should be submitted in a PDF format as one document comprising Technical and Financial proposal as detailed below. - A technical proposal with detailed response to the TOR, with specific focus addressing the scope of work and methodology to be used. - Initial work plan based on methodology outlined, and indication of availability. - A financial proposal detailing the daily rate expected and initial work plan. - Company profile or CV including a minimum of three traceable, recent (with the last five years) and relevant references to this task. Applicants should also indicate the date they are available to start working on the consultancy. Terms of Reference Development of Media Awareness Campaign Message of COVID-19 Preventions and Impact for School Communities 1. BACKGROUND Save the Children has been working in Somaliland for more than 60 years. The Area Program Office has over 170 staff across 3 field offices in Borama, Burao and Hargeisa. We implement different programs for the Children who need support through our humanitarian and long-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. Save the Children have been at the forefront of the emergency response in Somaliland during humanitarian crisis like drought, and as the COVID-19 situation has joined, we scaled up the response to cover both drought and COVID19 affected areas. 2. INTRODUCTION Since the outbreak of COVID-19 in December 2019, the disease has created humanitarian and socio-economic crises in an unprecedented way, touching nearly all countries and communities across the world. Somaliland is one of the countries in sub-Saharan Africa that has been affected by the crisis. In June 2020, Somaliland reported 593 positive cases, confirmed 27 deaths and recovery of 117 cases. Given the rapid pace of the virus and inadequate access to testing in Somalia, there are concerns the true number of COVID-19 cases may be much higher. To address and mitigate the impact of COVID-19 on education, the Somaliland Ministry of Education and Science (MoES) has closed all learning institutions (including schools and universities) effective March 19, 2020 and extended the closure of the next academic or school year until August 2020. As the result, 1,516 schools are closed and 257,340 children and adolescents (115,249 girls) are not attending school. This has posed increased pressure on parents to engage their children in productive activities at home. The Somaliland COVID-19 Response program will contribute to the implementation of the basic education response strategy plan developed by the Somaliland MOES, the existing GPE-funded ESPIG and other on-going education programs supported by the education sector coordination members. The program`s immediate interventions mitigate and respond to the effects of school closure by ensuring learning continuity. It also supports education systems to fully recover and ensure continued quality learning and sustained interventions with long-term potential. The overall program objective is to support and ensure continued learning and well-being of children during and after school closures and strengthen education system recovery and resilience. The program will focus on three main outcomes and their outputs. The program has three outcomes which are; • Outcome One: Girls and boys affected by the COVID-19 Pandemic Crisis continue their education during and after the COVID- 19 Emergency. • Outcome Two: Enhanced health, safety and wellbeing of learners, teachers and education staff. • Outcome Three: Strengthened systems and human resource capacity for effective and efficient response to COVID-19, recovery and future outbreaks. 3. OBJECTIVE OF THE ASSINGMENT The purpose of this assignment is to produce media awareness campaign messages (educative, with animations, graphic/cartoon) and various infographic products to improve awareness of school community on the transmission and impact of COVID-19. The specific objectives of this assignment include: - Develop Media Awareness Campaign Messages on the transmission of the COVID-19 - Improve the Awareness of the school Community. - Highlight the impacts of COVID-19 on education and how to mitigate it. 4. DELIVERABLES 1. Provide a draft schedule of the implementation of the assignment and scripts to videos as agreed 2. One (1) 4 minutes long video showing the transmissions of COVID-19 pandemic disease and how to prevent it. 3. Five (5) well-edited and well-captioned photos in Jpeg format- at least 4MB in size/quality. The photos should clearly show different activities of COVID-19 prevention protocols. 4. When doing interviews, additional audio sources are necessary to capture quality audio. In these instances, please record in a .wav file format that is clearly identifiable with the corresponding video clips for syncing purposes. Upon the completion of the assignment, the service provider will be expected to submit footage, photos and any other documents created within the assignment to Save the Children. This includes but not limited to original copies of the consent. project files in FCP or Adobe format and all text in word document version including transcript of interviews conducted during the assignment. Final content produced MUST follow Save the Children branding, policies, guidelines and quality standards. 5. SCOPE OF THE WORK • Write script of the films and shooting plan. • Do simultaneous recording of the tasks. • Travel to most suitable locations to collect the content. • Adhere to Save the Children branding guidelines provided by the ACCM team. • Work under the supervision of the ACCM team. 6. TARGET AUDIENCE The main target beneficiaries/audience of this documentation is; • Public • Donors • Stakeholders • Government 7. METHODOLOGY • Meeting with project stakeholders and staff in project target areas to collect and record data; • Engage persons with good background and skills in documenting and demonstrating program achievements. • Consult with communications team for any clarifications or challenges during the filming and travel. • Interview programme beneficiaries, stakeholders and implementing teams. • Conduct field visits to project sites including community structures done. 8.LEAD TEAM In consultation with project teams, ACCM team will be responsible in leading this assignment. The ACCM team will lead the process and provide clear map for capturing required data in an accessible manner. Project team will provide support in identification of key areas of documentation, interviewees and logistics.
