Tenders are invited for Consultancy to Develop Urban Waste Management Policy for Somaliland. Scope of Work/ Responsibilities Develop Work plan, outlined methodology, approach, timeline, resources and risky mitigation strategy for consulting for review and approval of MoECC and UN-Habitat. The work plan will define detailed deliverables in taking into account also the work to be developed by ministry. The work plan include risky and mitigation strategy like precautionary measures to COVID 19. Develop a discussion paper on national waste management policy including consideration policy problems/issues, challenges and opportunities identification, policy goal definition, stakeholders and institutional mapping. Develop consultation plan to engage with Central Government and local authorities. Develop desk review study of relevant documents and information, including legal and policy frameworks, waste and sanitation administration system and comparative case studies. Organize engagement activities and consult with relevant ministries, local governments and other stakeholders. Draft roadmap on national waste policy and validate it. Develop concept note for high level technical dialogue on waste management with aligned to the roadmap. Organize and facilitate consultation and validation workshops. Develop final draft of national Waste management policy (NWMP). Support and facilitate NWMP approval process. Submit both activity report and progress report to MoECC and UN-Habitat. Closing date will be 20 April, 2022.
