- Tenders are invited for Construction of CGI Latrines. LOT: Lot 3 Location: a. Raydable, Shillinxaraare, Caracaso & Hayaanle, Jariban district Somalia has been facing severe consequences of drought associated with subsequent rain failures over the last four seasons. Over 7.1 million people are experiencing acute food insecurity, IPC 3 and above, between June and September 2022, including 4.7 million facing Crisis (IPC 3), 2.1 million people facing Emergency (IPC 4) and more than 213-000 facing Catastrophe (IPC 5). According to the Somalia national WASH cluster, an estimated 6.4 million people lack sufficient access to water with many people resorting to the use of untreated water from shallow wells and dwindling rivers, increasing public health risks (WASH Cluster Somalia Drought update 13th October 2022). Drought conditions continue in most parts of Somalia with high water shortages and inadequate access to sanitation facilities giving rise to the potential for increased risks of disease outbreaks, especially in IDP camps and in drought-affected areas. The ministry of health federal government of Somalia AWD/Cholera weekly epidemiological report EPI Week 40(03-09 October 2022 indicates that the number of cholera cumulative cases in Somalia currently stands at 11,034. The outbreak is related to the increased proportion of drought-affected populations with no access to safe water supplies and sanitation caused the drought Access to water: most of the surface water points have dried up putting severe pressure on the few strategic high-yielding communal boreholes. This has triggered high competition for water between human and livestock populations. Boreholes are operating 20 hours a day in trying to respond to increased water demands by human and livestock populations. -Massive population movements caused by severe water shortages are reported across many regions, increase in water collection durations, high increase in water prices and waiting time by livestock at boreholes during watering is increasing by the day. CARE WASH team technical field assessment in December 2022, revealed increased incidences of borehole breakdown due to long-running hours as well as an increase in queueing times at high-yielding boreholes because of increased water demands by human and livestock populations due to drought. The vulnerable people continue to consume unsafe water putting themselves at risk of waterborne diseases such as AWD/cholera as such, longer-term and more sustainable interventions such as borehole rehabilitations, provision of fast-moving parts, provision/replacement of gensets, submersible pumps and installation of solar as an alternative source of energy is a crucial effort at this time of the drought to increase access to safe drinking water for households and support livestock watering. About the Project In response to the effects of drought-affected populations in Jariban district, Puntland, CARE International secured a six months (6) WASH intervention project (Jariban Emergency WASH Services), funded by Somalia Humanitarian Fund (SHF). As part of the Jariban Emergency WASH Services project. the organization is planning to rehabilitate and Solarize Three (3) community-managed high-yielding and freshwater boreholes and construct 43 shared household latrines to be implemented in Jariban district, Puntland. The boreholes are currently supporting large human and livestock populations. The major rehabilitation and construction work needed include; the replacement of worn-out borehole parts such as submersible pumps, generators, elevated water storage tanks, pipeline systems, animal troughs, water kiosks, generator rooms and other essential components to ensure continued and increase water supply to the target population. Project objectives The project-s overall objective is to save lives through the provision of equitable access to quality lifesaving WASH services to the most vulnerable drought-affected communities in the proposed target locations. CARE plans to implement an emergency WASH response to respond to the needs of several affected Women, Boys, Girls and vulnerable rural populations. in Jariban and Mudug region. The project which will run for 6 months aims to support 14,000 individuals from vulnerable rural and pastoralist households who were displaced by the drought. The project-s overall objective is to strengthen the response capacity of the affected households to respond to the effects of the ongoing drought. The purchasing power of the households in the target locations has been severely eroded by the drought because they lost their livestock to the drought and are currently not able to access basic household needs including adequate water. The expected results of the project include;(i) Improved access to safe and adequate water for the target households through the rehabilitation of high-yielding strategic boreholes(ii)The installation of solar as an alternative energy source will cushion both borehole operators and the water users by reducing the running costs and enhance water access at a time when water demand for both human and livestock populations are high(iii)The construction of household latrines will not only help in the reduction in the incidences of hygiene-related diseases but also enhance protection and safeguarding for women and girls (vi). The distribution of WASH NFIs targeting households with children with (MAM/SAM) will help the targeted households improve their hygiene standards and promote the recovery of the children who are malnourished while also preventing other children from potentially getting malnourished due to improved hygiene standards at the household level. In relation to the proposed project activities, CARE expects high-quality work from the successful vendor/s in all the water points and latrine construction sites under this intervention in the realization of value for money. CARE WASH engineers will provide the required BOQs and designs that are specific to each borehole/Latrines based on the priority needs of the successful vendor/s. Some of the key Construction/rehabilitation activities under this project will include: Provision of submersible pump Replacement of the generator Repair/replacement of the water reticulation piping networks Construction/repair of the water storage facilities Construction/repair of water kiosks Construction/repair of livestock water troughs Construction/repair of a pump house Solarizations of boreholes Construction of Galvanized corrugated iron sheet /Iron sheet Latrines To ensure the quality of work and adherence to the BOQs and designs, CARE WASH engineers will be supervising the rehabilitation works during the implementation period and will issue a certificate of completion on confirming the successful completion of the rehabilitation and quality of work by the vendor/s Below are the details of the proposed strategic boreholes and Latrines for Wash Improvements
