- Expression of Interest are invited for Conducting Training Need Assessment, Development of Training Manuals, Capacity Building Framework for Somali Electricity Sector and have Fully Functional Expert Training of Trainees (ToTs) TECHNICAL ASSISTANCE AND CAPACITY BUILDING PROJECT FOR ESTABLISHMENT OF THE REGULATORY AUTHORITY OF SOMALI ENERGY SECTOR The Services under this consultancy assignment is designed to undertake an assessment study that defines a clear roadmap and guidelines on how to build the capacity of Somali Energy Sector and main focus areas are: Carry out baseline studies to establish the current status of Human Resource (HR) capacity building in the Energy sector Determine the difference between the required key skills and actual skills levels possessed by the target group. Identify gaps/ needs and propose strategies to address the identified gaps/ needs Explore causes and reasons for any existing performance gaps as well as strategies to eliminate them Enable realisation of the suggested interventions contained in the Training Need Assessment (TNA) Identify recommendations regarding enabling environment and institutional arrangements, which would impact retention as well as utilization of acquired skills
