- Baseline Assessment Support of the National Reconciliation and Local Governance in Somalia The duration of the project is four years from 2021 to 2024, and will cover a wide range of target groups and beneficiaries including: · MoIFAR in FGS, and MoI and district councils and administrations in selected FMS: will benefit from capacity building, mentorship and technical assistance from seconded advisor and technical coordinators and other tailored supports. · Traditional and religious leaders: will be specifically engaged to lead community social healing, reconciliation, conflict management and DCF, and act as peace ambassadors · Female leaders, peacemakers/peace mothers and local mediators and existing women-s networks in target districts will be equipped with peacebuilding, inclusive governance and leadership skills · Male and female youth from key universities and communities in the target FMS and minority and traditionally marginalized clans will participate in the peace circle trainings, civic education, social healing and reconciliation dialogue platforms · Other target groups: policy makers, civil society, community members, academic institutions, business, and media professionals will participate in coordination meetings, reconciliation, civic education, dialogues, and awareness campaign. Scope of the Baseline Assessment In view of the above-mentioned objectives the following are the areas of work to be completed within the scope of the baseline assessment * Develop a survey framework/structure and methodological approach, jointly define the clear definition of the two indicators, and collect and analyze data in target locations in order to establish quantitative values for the relevant outcome indicators; * Develop and prepare an approach for a qualitative data inquiry in line with project theory of change to feed into the two project outcomes. The baseline assessment will be undertaken in close cooperation with the FCA Project Management team in particular Program Manager, Senior Governance Advisor, Senior Project Manager, MEAL Team Leader, Business Development Manager, NRTP Programme Coordinator and Reconciliation Manager, and other relevant team members, as well as the national partners.
