- ObjectivesThe objective ofthe assignment is to assess capacity and functionality ofthe management structures at the state, regional, district and health facilitylevels to deliver health services, with emphasis on monitoring, supply chainmanagement, personnel management, and procurement and financial managementfunctions. The assignment is expected to inform future Bank support towardsstrengthening management capacity at the Federal Member States.The specificobjectives include:Identify existing key management structures (service delivery, monitoring and supervision, supply chain management, personnel, financial management and procurement), and establish their functionality against existing policy standards.Assess the capacity at state, regional and district level in (i) program management, (ii) service delivery, including the number and distribution of management staff.Establish factors that promote effectiveness and functionality of the structures and identify key constraints to their functionality.Assess role and support of development partners including NGOs in facilitating the functionality of the management structures.Propose specific recommendations to strengthen performance of the management structures considering both short-term and medium-term interventions to strengthen service delivery and management capacity.
